As a young man, Fred excelled both as a student and an athlete. In 1941, he was a member of the UW basketball team that won both the Big 10 and the NCAA championships, and, in 1943, he won the Western Conference medal as an outstanding scholar-athlete. In the same year, he graduated with honor from the UW with a B.S. degree in Chemical Engineering.

Following a stint as a professional basketball player and service in WWII as a Submarine Electronics Officer, he did graduate work at the Princeton, MIT, and UW. He then took a position as an R & D Engineer with Dow Chemical Co. before becoming Deputy Director, and then Director, of the Milwaukee County Air Pollution Control Program. In 1975, he became Director of Environmental Services, Milwaukee County, and then, in 1981, Director of Engineering, Environmental, and Energy Services.
